Matthew Neuringer

Matthew E. Neuringer is a legal scholar practitioner in the area of innovative delivery of complex and large-scale alternative infrastructure and renewable energy projects. Matthew is currently an attorney within the Energy & Infrastructure practice of Orrick, Herrington & Sutcliffe LLP, a Chambers & Partners Band 1 ranked Public-Private Partnership (P3) and renewable energy practice. Matthew’s legal practice focuses on advising governmental agencies such as the Port Authority of New York & New Jersey, the City of New York, the Metropolitan Transportation Authority, the Dormitory Authority of the State of New York, Empire State Development and the New York Green Bank as well as the industry’s leading developers and financiers in structuring, negotiating, delivering and closing over $30 billion in P3 and Design-Build (DB) infrastructure projects across nationally and internationally, and has covered a broad array of asset classes, including, telecoms, rail, highways, airport, detention centers, schools, courts, intermodal transit, combined heat and power, solar, wind, waste to energy and other social infrastructure.

Matthew is commissioned as a Captain and a Judge Advocate in the United States Army Reserves’ Judge Advocate General’s Corps and is currently embedded as a legal advisor to the 75th Innovation Command and Army Futures Command, both of which were established to drive operational innovation, concepts and capabilities, in part, by partnering with the private sector to improve and enhance the future Army.

Matthew also serves as the outside legal advisor to the Association for the Improvement of American Infrastructure (AIAI), the P3 industry’s leading policy organization. Through AIAI Matthew has advised the Federal government and several key state governments on legislation and executive orders necessary to enable P3 and DB across the United States.

In 2015, Matthew co-founded the Young Professionals in Infrastructure, LLC, an industry focused non-profit organization founded to improve the infrastructure industry by increasing knowledge transfer, information sharing and networking among young professionals within the industry to promote awareness and understanding of P3 and other alternative delivery methods.

Prior to practicing law, Matthew worked as a hedge fund analyst and was a chief of staff for a member of the New York State Legislature.

Matthew's 14 years of professional experience in law, finance and government enhances his ability to deliver legal advice and scholarship through a commercial lens to clients and students alike.

Matthew graduated from Fordham University, with a Bachelor of Arts with a focus on legal studies and public policy and from Fordham University School of Law with a Juris Doctor and is licensed to practice law in the States of New York and New Jersey.
