David McCarthy

Chief of Safety Training & Standardization, U.S. Coast Guard

Dave serves as the Chief of Safety Training and Standardization for the U.S. Coast Guard. His responsibilities include overseeing the training and standardization of 70 aviation safety officers as well as 26 aviation units. The training function consists of teaching nearly 250 members annually on safety/operational risk management topics and techniques that include investigations training, root cause analysis, and hazard identification and mitigation.

His division also conducts operational safety audits at all aviation units that include operational risk and safety culture assessments to identify leading indicators of operational risks to flight crews.

Dave’s risk management specialties involve aviation safety and risk management policy, human factors, decision making, and operational risk.

A 2020 graduate of the Columbia M.S. Enterprise Risk Management program, Dave was selected as a “Top 5 Graduate” for his positive contributions and high GPA and was selected to be the 2021 Columbia Commencement Student Marshal for the ERM program.
