Mike Colarusso

Dr. Mike Colarusso has almost two decades of experience delivering innovative human capital management solutions to the U.S. Army, one of the nation’s largest public-sector workforces. He has worked for the Army for over thirty-seven years as an active-duty intelligence officer, social scientist, university administrator, and educator.
While an officer, Mike served in assignments around the world, to include at the U.S Military Academy (West Point), where he was first an assistant professor and later director of operations. Since 2008, he has been a human capital strategist and researcher in the Army’s Office of Economic and Manpower Analysis (OEMA). Mike also teaches leadership at the Academy.
Dr. Colarusso was the principal author of the Army’s first-ever People Strategy and its supporting People Analytics Plan. He also led the team that created and delivered the Army’s first web-based employee talent management system. Mike has authored or co-authored a dozen widely cited journal articles on talent management, as well as a book exploring the future of talent management in the Army’s officer corps.
Mike’s other areas of human capital expertise include organization design and development, change leadership, and performance management, and he routinely guest lectures on these topics at institutions of higher learning.
Dr. Colarusso holds a B.A. in History from Saint John’s University and an M.A. in History from the Pennsylvania State University, as well as an M.S. in Human Resource Management and an Ed.D. in Organizational Change and Leadership, both from the University of Southern California.
