Douglas E. Blackwell

Adjunct Professor; Senior Vice President and Chief Information Officer, Horizon Blue Cross Blue Shield of New Jersey

Douglas E. Blackwell, Senior Vice President and Chief Information Officer of Horizon Blue Cross Blue Shield of New Jersey, joined the company in March 2011. He is responsible for all aspects of Information Technology which includes the planning, development, and delivery of all applications and infrastructure, as well as system and technology operations.

Before joining Horizon Blue Cross Blue Shield of New Jersey, Mr. Blackwell spent many years in the health care, insurance, financial services, and software industries. He recently served as Senior Vice President for Remote Application Hosting Services, a division of the Allscripts/Eclipsys Corporation. Prior to that, he was the Senior Vice President for Service Operations IT at CIGNA Corporation and previously held several Senior IT positions there. In addition, he held executive positions at several software companies including his membership of an executive team that completed a successful IPO for a developer of hosted wireless telecommunications applications.

Born and raised in Boston, Massachusetts, Mr. Blackwell completed graduate work in the M.B.A. programs at Babson College and Clark University and also attended Columbia University’s Executive Development Program.
