Carl Fisher
Assistant Professor of Clinical Psychiatry
Dr. Carl Fisher is a psychiatrist at Columbia University and The New York State Psychiatric Institute. His academic focus is on law, ethics, and policy relating to psychiatry and neuroscience, including both substantive questions, such as conceptual work in law and bioethics, and concrete issues, such as research ethics and the application of legal rules to psychiatric practice. His writing has been published in JAMA, The American Journal of Bioethics, and The Journal of Law, Medicine, and Ethics, among others. His clinical focus is forensic psychiatry, and he is also interested in public health issues at the interface of psychiatry and criminal law.
Dr. Fisher is a graduate of the Columbia University College of Physicians and Surgeons, where he was a Doris Duke Clinical Research Fellow in the Division of Brain Stimulation and Therapeutic Modulation. He has received the Rappeport Fellowship from the American Academy of Psychiatry and Law and the Laughlin Fellowship from the American College of Psychiatrists, and he has been named a Henry Luce Foundation Scholar and a New York State Office of Mental Health Policy Scholar.
Dr. Fisher teaches Topics in Neuroscience and Ethics.
