Jenn Counter

Non-Resident Senior Fellow, Atlantic Council; Vice President, Orbis Operations

Jennifer Counter is currently a Vice President at Orbis Operations where she advises foreign partner governments on national security matters including intelligence, information operations, and strategic communications. Prior to Orbis Operations, Jennifer was a Vice President at Ipsos where she oversaw a team that melded technology, big data, and new research means to aid in disaster recovery and
humanitarian efforts. Prior to that she was a Foreign Service Officer in State Department’s Regional Affairs Office and a U.S. Air Force Intelligence Officer. While with State Department, she focused much of her efforts on strategic communications at the grassroots with level civil society organizations and media outlets to advocate for U.S. policy positions around counterterrorism, counternarcotics, and other transnational issues in South Asia, East Africa and Western Europe. She brings those untraditional
strategic communications skills and experiences to her current professional and educational work. 

As a Non-Resident Senior Fellow at the Atlantic Council’s Scowcroft Center for Strategy and Security, Jennifer provides her expertise in support of the Forward Defense’s Gray Zone project where she provides expertise on influence, mis- and disinformation, covert action, and intelligence operations. Her
writing on these issues is frequently published and will form the foundation of her future PhD studies.

Jennifer received her BA in Political Science from Boston University in 2001, a MA in Global Diplomacy from the University of London – School of Oriental and African Studies in 2017, a MS in Strategic Communication from Columbia University in 2019, and a MA in Political Psychology from Arizona State University in 2022.
