A thought leader and change agent of the human capital landscape in municipal government, Dawn Pinnock provides strategic vision and oversight of the policies, sourcing and professional development that supports New York’s city-wide workforce of over 225,000 employees. Pinnock provides consultative and advisory services in the areas of civil service compliance, professional development, compensation, title classification, workforce planning and employee engagement to over 80 mayoral and several non-mayoral agencies. In this capacity, she also oversees all aspects of civil service administration and compliance as well as the Bureau of Citywide Learning and Development.

A certified human resources professional, Pinnock has been at the forefront of transforming the public sector’s human capital function beyond transactional and hiring to strategic planning, customer focused and professional development. Having worked at some of New York's largest municipal agencies on the executive level, including New York City Transit and the New York City Housing Authority, she is skilled in navigating complex systems to balance and achieve business, workforce, and regulatory needs. Among her areas of expertise are Talent Management and Sourcing, Business Process Re-Design, Productivity and Efficiency Optimization, Employee Engagement, Succession Planning, Training and Civil Service.
