Joe McDonald

Joe McDonald became Director of Captives for the South Carolina Department of Insurance in February of 2022. He leads a team that is responsible for the licensing and regulation of captive companies and marketing South Carolina as a premiere captive domicile. Prior to joining the captive division in South Carolina, McDonald was the captive and risk finance product manager for the International Risk Management Institute (IRMI). He holds a bachelor of arts degree with a double major in philosophy and religious studies and a master of arts degree in religious studies, both from the University of South Carolina. He also holds the Associate in Captive Insurance (ACI) designation. In 2023 McDonald was named to Captive Review’s annual Power 50 list, and Captive International’s Forty Under 40 list.
